ERASMUS KA107 – INCOMING MOBILITIES FOR STUDENTS (STUDIES AND TRAINEESHIPS)

 

1. GENERAL INFORMATION
Study periods: the study period at Politehnica University Timisoara must be part of the student's study programme to complete a degree first cycle (Bachelor or equivalent), second cycle (Master or equivalent) and third or doctoral cycle. By studying abroad with Erasmus+, students can improve their communication, language and inter-cultural skills and gain soft skills highly valued by future employers.
Traineeship periods: this activity supports traineeships at Politehnica University Timisoara for students currently enrolled in higher education institutions in Programme and Partner countries at Bachelor and Master level as well as for doctoral candidates. These opportunities are also open to recent graduates. By doing traineeships abroad with Erasmus+, students can improve their communication, language and inter-cultural skills and gain soft skills highly valued by future employers.
 
2. DURATION OF THE MOBILITY
Study periods: The minimum duration for a study mobility is 3 months/ study cycle and cannot exceed 12 months (including zero grant mobilities)/ study cycle. For "one-cycle" courses such as medicine or architecture, students can go abroad with Erasmus+ for as long as 24 months. In the case of the Erasmus+ programme with Partner Countries the exact period will be decided by UPT taking into consideration multiple aspects.

3. WHO CAN APPLY
To study/train abroad with Erasmus+, you must be registered in a higher education institution and enrolled in studies leading to a recognized degree or tertiary-level qualification. For students in the first cycle, you need to be at least in the second year of your studies. Your period of study abroad must be relevant for your degree-related learning and personal development needs, and be part of the study programme that you are following. Your home institution and UPT must have an inter-institutional agreement between them for you to study here with Erasmus+. Institutions from Partner countries commit to the principles of the Charter for higher Education when signing the inter-institutional agreements.

5. FINANCING OF THE MOBILITY
 
 PHYSICAL MOBILITY
(carried out physically on the UPT campus and including either entirely face-to-face activities or a combination of face-to-face activities and online activities at the receiving institution)
BLENDED MOBILITY
(partly virtual from the student’s country of origin, partly physical or hybrid which requires the physical presence of the student on the UPT campus)
VIRTUAL MOBILITY (entirely online from the student’s country of origin)
THIS TYPE OF MOBILITY IS APPROVED ONLY EXCEPTIONALLY/ IF A PHYSICAL OR BLENDED MOBILITY IS NOT POSSIBLE UNDER ANY CIRCUMSTANCE.
Step 1.
Signing the Financial contract before the start of the mobility.
Step 2.
The 1st installment of the Erasmus grant will be paid one month before the start of the mobility.
The 1st installment of the Erasmus grant will be paid one month before the start of the physical/hybrid part of the mobility.
No Erasmus grant will be awarded for this type of mobility.
Step 3.
The 2nd installment of the Erasmus grant will be paid at the end of the mobility once all final documents have been submitted and the academic recognition of the mobility has been finalized at both universities.

6. MOBILITY PROCEDURE (FROM APPLICATION TO FINAL STEPS)
6.1. Students from partner HEI must apply and be selected by the home institution. Each partner university will define its own selection process, which must comply with the Erasmus programme requirements: transparency, equity, equal opportunities, non-discrimination and support for candidates with social disadvantages background, support for candidates with special needs. After the selection, the Selection Board must fill in a selection contest report to which declarations for avoidance of conflict of interest signed by each member of the selection board will be attached. 6.2. The Partner HEI must nominate the student to Politehnica University Timisoara (UPT). The nomination must contain:
·       the application form
·       GDPR form
·       copy of passport
·       transcript of records
·       language certificate (the Republic of Moldova is exempted from sending the language certificate) for each nominated student
·       (applicable due to the COVID-19 pandemic) statement on the conduct of mobilities funded through the Erasmus+ and the European Economic Area (EEA) grants programmes (signed by the student and the sending institution)
UPT reserves the right to request further details regarding the selection process.

6.3. UPT analyzes the nomination and issues the Acceptance/ Rejection letter.
6.4. If the future mobility participant received the Acceptance letter from UPT, they must send to UPT the mobility document package:
- Learning Agreement for Studies/ Traineeships (signed by the participant and the sending university)
- copy of bank statement (must be an account in EUR or Multicurrency) where the grant will be transferred – must contain the name of the bank, IBAN or account number, SWIFT code of the bank
- copy of insurance valid for the entire period of mobility (for the period of mobility which is done virtually – from the participant’s home – insurance is not required)
6.5. UPT will analyze and sign the Learning Agreement, issue the financial contract for the participant. See point 5 regarding the payment of the grant.
6.6. The mobility will be carried out.
6.7. To finalize the mobility the participant must:
- fill in and submit the online ECAS questionnaire
- write and submit the narrative report regarding the mobility (short composition of minimum 1 A4 page regarding the mobility – positive and negative aspects at an academic, social, economic level etc.)
- submit the proof of transportation for the means of travel for departure (if not submitted in the initial package) if subsistence is requested for one day of travel after the mobility
UPT will:
- issue the certificate of attendance for the participant
- issue the transcript of records or fill in and approve the “After the mobility” section of the Learning Agreement for Studies/ Traineeships
The student’s university of origin will:
- fulfill the recognition of the academic results of the student and inform UPT through an official document (transcript of records, the “After the mobility” section of the Learning Agreement for Studies/ Traineeships, equivalation proceedings)
UPT will:
- transfer the 2nd installment of the grant to the participant (if applicable – please see point 5 regarding the grant payment)
 
7. OTHER INFORMATION
University fees:
As an Erasmus student, you will be exempted from fees for tuition, registration, examinations, and charges for access to laboratories or libraries at UPT.
Student e-mail account, UPT Virtual Campus and UPT Central Library cards:
As a UPT student, the participant in an Erasmus mobility, will receive a student e-mail account (normally under the format name.surname@student.upt.ro) which we highly recommend that they use in communicating with UPT staff. The student e-mail account gives access to Outlook365 https://www.office.com/ , the Wi-fi network “UPTeduroam” accessible throughout the campus and the UPT Central Library card.
To obtain a UPT Central Library card you must make an online reservation here https://bibliotecaupt.setmore.com/services (tutorial here: https://library.upt.ro/Program_card_student.mp4). The UPT Central Library address is Bulevardul Vasile Parvan , 2B, Timisoara. The library card will not only be used for the library but also for entry in the student residence. The UPT Virtual Campus is an online educational environment of academic support for all UPT faculties and for distance learning. This platform aims to integrate online learning and mobile learning modules for students from the specializations of academic training through distance learning, as well as academic and administrative support for Master's and PhD's students (blended learning). The Virtual Campus represents a communication interface between administration, teachers and students and a base for direct interaction between teachers and students. The Virtual Campus can be accessed here https://cv.upt.ro/ and requires a username and password which the student will receive at their student e-mail address once they are enrolled.
Accommodation:
UPT offers all international students housing in our student residences at a monthly rate of approx. 40 EUR. Typically, incoming exchange students are hosted in student residences 11C, 8C or 14C.
For the Residence no. 11C, the address is: Complexul Studenţesc Street Aleea Studentilor, nr. 11C. Contact person: Mrs. Rodica BRINDUSESCU, administrator.
The housing conditions are as follows:
·       2 students / room. It is not possible to pay double in order to have the room to yourself. You may request however to stay in the same room with someone you know. Male and female students are not placed in the same room unless they both request it and they are married or related.
·       rooms have internet connection, TV cable, fridge, furniture and bed linen (towels or hypoallergenic pillows and duvets are not provided)
·       bathrooms, laundry rooms, reading rooms and kitchens are shared (irons, ironing boards, hairdryers, cooking ware and tableware are not provided)
·       the accommodation fee will be paid monthly using a credit or debit card; it is not possible to pay the accommodation using cash; students do not pay utilities
·       student residences have security systems which include video surveillance and entry based on electronic cards; please note that student residences have rules; failure to comply with the rules can generate fines, and if the offenses are repeated the student can be evicted from the residence; we strongly recommend reading the accommodation contract carefully, an English version will be provided upon check in.
All the students are expected to arrive at the student residence from Monday till Thursday, between 8 a.m. and 4 p.m and Friday between 8 a.m. and 12 p.m . If the student arrives later or at the weekend, they must inform our office with at least one week before arrival regarding this aspect.
To check in the student residence a copy of the identity card or passport and two small identity photos (3 cm X 4 cm) will be needed.
Living costs:
Life in Romania is not expensive, so an amount of 400 EUR/month should be more than enough. This amount would cover your accommodation, food, clothes, books, attending social and cultural events, traveling around the region. Students who do not cook their own food can buy from the administrator of the residence meal tickets. Each ticket ensures one meal at a price of approx. 2 EUR. For 5 tickets, the student will pay approx. 8 EUR (1 free ticket for every 4 bought). These tickets can be used in the two student cafeterias of UPT. Most student residences have vending machines.
Visas and residence permits:
Exchange students may require a visa for entry and stay in Romania. In this case they will have to apply for a study visa (type D/SD) at their local Romanian Embassy/ Consulate or online at http://evisa.mae.ro/ . On the same page you can check requirements for visas.
After obtaining their visa and arriving in Romania, students must apply for a residence permit within 3 months. The application for a residence permit can be done online at https://portaligi.mai.gov.ro/portaligi/ or in person at the Immigration bureau of the County Timis (address: str. The documents required for a residence permit application are:
- application (the form can be downloaded here)
- border crossing document (passport, travel document, etc.) original and duplicate
- copy of the student’s Letter of Acceptance for the Erasmus programme
- certificate from the organization that conducts the exchange students (issued by the Department for International Relations once the student is officially enrolled in a study programme)
- proof of legal ownership of the living space (copy of the lease contract for the student residence or other housing the student is staying in the city; must be in the Romanian language) original and duplicate

9. ERASMUS+ PROGRAMME and UPT PROVISIONS UNDER THE COVID-19 PANDEMIC:
- virtual mobilities (online activities from the country of origin) cannot be financed through the Erasmus+ programme
- physical mobilities conditioned by face-to-face activities at UPT will be financed through the Erasmus+ programme
- blended mobilities (virtual activities combined with physical activities) will be financed only for the physical period
- starting the 12th February 2021 all persons must present a negative COVID RT-PCR test not older than 48 hours upon entry in Romania- according to Government Decision no 48 of 08.10.2020 (link) art.1 letter q, “(1) The following categories of persons who do not show symptoms associated with COVID-19 are exempted from the measure established according to art. 2, in compliance with legal provisions in force on the use of personal protective equipment against COVID-19: ….q) pupils / students, Romanian citizens or citizens with domicile or residence outside Romania, who have to take entrance exams or to complete their studies, who start their studies in educational units / institutions on the territory of Romania or move for activities related to the beginning, organization, attendance or completion of studies, as well as their companions if they are minors;…”

ERASMUS KA107 – INCOMING STAFF MOBILITIES FOR TEACHING AND TRAINING

 

1. GENERAL INFORMATION
Teaching periods: this activity allows academic staff to teach at a partner higher education institution (HEI) abroad. Staff mobility for teaching must be carried out in the areas included in the inter-institutional agreements between Politehnica University Timisoara and the partner HEI. The minimum duration for teaching mobilities is 5 working days. A teaching mobility has to comprise a minimum of 8 hours of teaching per working week. If the mobility lasts longer than one week, the minimum number of teaching hours for an incomplete week should be proportional to the duration of that week (each extra working day should add 2 more teaching hours)
Training periods: this activity supports the professional development of HEI teaching and non-teaching staff, as well as the development of the institutions involved. It may take the form of training events abroad (excluding conferences) and job shadowing/observation periods/training at a partner HEI, or at another relevant organization abroad.
In the grant allocation for mobility of staff with Programme Countries, emphasis will be put on training periods for HEI teaching staff, which allow them to develop pedagogical and curriculum design skills.

3. MOBILITY PROCEDURE (FROM APPLICATION TO FINAL STEPS)
3.1. The Partner HEI staff must apply and be selected by the home institution. Each partner university will define its own selection process, which must comply with the Erasmus programme requirements: transparency, equity, equal opportunities, non-discrimination and support for candidates with social disadvantages background, support for candidates with special needs. After the interview, the Selection board must fill in a selection contest report to which declarations for avoidance of conflict of interest signed by each member of the selection board will be attached.
3.2. The Partner HEI must nominate the staff member to Politehnica University Timisoara (UPT). The nomination must contain the application form, CV and GDPR form for each nominated staff member. UPT reserves the right to request further details regarding the selection process.
3.3. UPT analyzes the nomination and issues the Invitation/ Rejection letter.
3.4. If the future mobility participant received the Invitation letter from UPT, they must send to UPT the mobility document package:
- Teaching Agreement / Training Agreement (signed by the participant and the sending university)
- copy of ID/ passport
- copy of bank statement (must be an account in EUR or Multicurrency) where the grant will be transferred – must contain the name of the bank, IBAN or account number, SWIFT code of the bank
- copy of insurance valid for the entire period of mobility
- proof of travel means reservations for the travel days (both arrival and departure) for which subsistence funds are requested (fuel receipts, bus/ train tickets, boarding passes etc) – two or more people cannot use the same transportation proofs
3.5. UPT will analyze and sign the Teaching/ Training Agreement, issue the financial contract for the participant and transfer the first installment of the grant.
3.6. The mobility will be carried out.
3.7. To finalize the mobility the participant must:
- fill in and submit the online ECAS questionnaire
- fill in and submit the final UPT report
- submit the proof of transportation for the means of travel for departure (if not submitted in the initial package) if subsistence is requested for one day of travel after the mobility
UPT will:
- issue the certificate of attendance for the participant
- transfer the 2nd installment of the grant to the participant

5. ERASMUS+ PROGRAMME and UPT PROVISIONS UNDER THE COVID-19 PANDEMIC:
- virtual mobilities (online activities from the country of origin) cannot be financed through the Erasmus+ programme
- physical mobilities conditioned by face-to-face activities at UPT will be financed through the Erasmus+ programme- if the participant is coming from a country for which Romania is imposing 14 days quarantine, UPT cannot finance the quarantine period or offer housing (the list of countries for which this measure is imposed can be seen here: https://www.cnscbt.ro/index.php/liste-zone-afectate-covid-19 )
