CITIZENS OF ROMANIAN ORIGIN FROM ALBANIA, BULGARIA, NORTH MACEDONIA, HUNGARY, REPUBLIC OF MOLDOVA, SERBIA, UKRAINE AND THE DIASPORA

GENERAL OVERVIEW:

International students with Romanian origins are those citizens who do not have a Romanian ID, but identify with the Romanian culture. They may come from: Serbia, Albania, North Macedonia, Ukraine, Republic of Moldova, Bulgaria, Croatia, Greece, Israel, Hungary or the diaspora.

According to the Methodology for admission of the international students with Romanian origins at the higher education level for the academic year 2017-2018, these citizens participate in the admission process on places subsidized by the Romanian state. The scholarships from the Ministry of Education and research from Romania are divided in two categories:

  • Without tuition fee and with monthly scholarship with financing from the state budget for: tuition fee, monthly scholarship (65 euro/ month for students, 75 euro/ month for MA students and 85 euro/ month for PhD students) and accommodation in student residences;
  • Without tuition fee and without scholarship: with financing from the state budget for: tuition fee and accommodation in student residences.

Other facilities:

  • Financing of the tuition fees for the Romanian preparatory year and a monthly scholarship, if the case;
  • Financing of the tuition fees during the whole academic cycle for which the student was admitted and a monthly scholarship, if the case;
  • Financing of the accommodation fees in the students residences through the ministry’s budget , within the limit of the allocated funds;
  • Free medical assistance in case of medical and surgical emergencies and endemic-epidemic potential diseases in accordance with the current national legislation;
  • Transportation under the same conditions with the Romanian students, according to the current national legislation;
  • Other types of scholarships, in accordance with the current legislation.

International students with Romanian origins can also apply for studies in lei (local currency), the tuition fees being in equal amount with the Romanian students.

Language of study:
In order to promote Romanian language and culture, the Ministry of Education and Research has decided that the beneficiaries of the special allocated places should study only in the Romanian language. To study in a foreign language, candidates can apply directly at UPT but they have to pay the tuition fee, under the same financial circumstances as Romanian citizens. If the candidate does not know the Romanian language, he/she must attend Preparatory Year for learning the Romanian language. (Annex 1 – preparatory year)

THE APPLICATION FILE FOR ENROLLMENT:
The file for admission to undergraduate/bachelor studies for Romanians everywhere includes the following documents:

  • Cardboard folder, evenlope type – only for documents filed physically
  • Application for enrollment in undergraduate studies;
  • Birth certificate - copy and authorized translation (where applicable) in Romanian;
  • Personal identification document - copy;
  • Passport, valid for at least 6 months from the beginning of the study program - copy after the first 3 pages;
  • Marriage certificate - copy and authorized translation (where applicable);
  • Standard medical certificate (issued in Romania or in the country of origin) - original and authorized translation (where applicable) – must contain information regarding the general state of health, any current or previous chronic diseases and information related to the SARS-COV-2 virus;
  • Baccalaureate diploma or equivalent / graduate certificate for the current year - copies and authorized translations (where applicable) in Romanian;
  • Transcript for grades IX-XII (XIII) - copies and authorized translations (where applicable) in Romanian;
  • For candidates who have completed the baccalaureate before the current academic year, declaration on their own responsibility that they have not benefited from studies subsidized by the Romanian state for the solicited study cycle, or, if they have benefited, for what duration; drawn up at a notary;
  • For candidates who have already completed a bachelor's degree: bachelor's degree, accompanied by transcripts / diploma supplements - copies and authorized translations (where applicable) in Romanian; certificate from the faculty where they followed the studies specifying the financial status for study by year (state budget/ with fee);
  • For candidates Romanian citizens domiciled abroad (CRDS) declaration on their own responsibility that they do not have a Romanian identity card, drawn up at a notary;
  • For Romanian ethnics from abroad, declaration regarding the affiliation to the Romanian cultural identity, endorsed by the diplomatic representations (embassy, consulate) of Romania in the respective country (exception: Republic of Moldova);
  • Note regarding personal data processing.

VERY IMPORTANT!

In the case of online submission, the documents will be scanned into a single PDF document in the order above. The document will be called "Bachelor_admission_2020_NAME Surname (will be replaced with the name and surname of the candidate)".

For Romanian ethnics there is no registration and confirmation of place fee (exception - status "with fee in lei").

Candidates for a place "with fee in lei" can pay the registration/ confirmation fee (HCA 52/12.05.2020) in the following bank account opened at UniCredit Bank *:

The proof of payment of the registration fee will be attached to the admission file, and the proof of payment of the confirmation fee will be added to Annex 4.

CONFIRMATION:
Each candidate declared admitted will confirm the place by:

  • completing the registration file with Annex 4 - online
  • filing, in original, to the admission committee, the baccalaureate diploma, the original transcript and the original Annex 4 within the time interval dedicated for confirmations

VERY IMPORTANT! Upon physically filing the original documents at the university admitted candidates must also present the following certificates:

  • statement on one's own responsibility stating that he/she has complied with the isolation/quarantine and had no close contact with any person confirmed as carrying COVID-19 in the last 14 days;
  • the medical certificate showing the current state of health, personal history related to chronic diseases and respectively SARS-COV-2, in Romanian;
  • negative result of the identification test of the aetiological agent of the COVID-19 disease done 3-4 day before arrival.

Fields and study programmes

Admission to the master study cycle is based on a competition, according to a procedure established by the faculties, which is finalized with a synthetic appreciation grade. The final results of the competition are expressed by a weighted average, called the admission average, calculated as follows:

Ma = (2.5 X Md + 2 X Ni + k)/5 

where:

Ma - final admission average
Md - average of the diploma / bachelor exam
Ni - synthetic appreciation grade; can be given by: knowledge verification, interview performance, assessment sheet, etc. At the request of the students, the faculties can take the decision to equate synthetic appreciation grade with the multiannual average (only for the graduates of bachelor fields which are the same as the desired master degree)
k - coefficient with the value between 0 and 5, established according to the bachelor field completed by the candidate (Coefficient value k).

NEWS

22.10.2020. The General Inspectorate for Immigration has initiated an online information campaign for international students who want to carry out lucrative activities and their employers regarding the conditions under which they can hire / delegate (second) foreign nationals on the Romanian territory. The campaign aims to increase the degree of information on the opportunities offered in this sector and awareness of the risks to which they are exposed in case of non-compliance with legal provisions. The informative materials are available in both Romanian and English. The normative framework and the conditions in which foreign citizens from third countries can carry out lucrative activities on the territory of the Romanian state are established by O.G. no. 25/2014 regarding the employment and secondment of foreigners on the territory of Romania, respectively by O.U.G. no. 194/2002 on the regime of foreigners in Romania, republished, with subsequent amendments and completions.
